This is an exciting and unique opportunity within Wesgroup Properties as the leader of River District Energy (RDE), a publicly regulated district energy utility (DEU) with plans to connect over 7.2 million square feet of customer building floor area and to serve over 15,000 residents. The Utility Manager is responsible for the entire operation of the River District Energy utility including system planning, capital improvements/construction, system operations and maintenance, regulatory approvals, and customer experience. This role reports to the Executive VP of Investment Analysis.

 

River District Energy (RDE) supplies thermal energy to buildings in the River District neighbourhood.  The DEU system is an all welded closed loop system that circulates chemically treated hot water to customer buildings for the purpose of space heating and domestic hot water.  Each customer building has an energy transfer station (ETS) with separate heat exchangers for space heating and domestic hot water.  These heat exchangers provide hydraulic separation between the DE system’s closed loop system and the building’s closed loop systems. The DEU offers a number of benefits related to energy efficiency, including the flexibility to change fuel sources as needed to reduce greenhouse gas emissions and reduce costs.

 

Job Responsibilities:

Business Management

  • Lead a diverse multi-disciplinary staff team and consulting team
  • Obtain British Columbia Utilities Commissions approvals, which includes standing reporting, revenue requirements and system expansion applications
  • Mange and maintain business pro-forma
  • Oversee operating and capital budgets
  • Instill best-in class business practices, including internal communication and community engagement strategies
  • Project management responsibilities which include working with consultants/contractors, management of engineering resources, materials supply and construction contracts, and construction management

Infrastructure Planning

  • Plan and execute delivery of system infrastructure in a timely manner, including the construction of a permanent energy centre
  • Lead and manage stakeholders’ relations to achieve a low-carbon source
  • Coordinate system delivery with active developments

System Operations

  • Oversee operations and maintenance staff
  • Implement Operations and maintenance plans to ensure safety compliance and reliable service
  • Liaise with customers, ensure proactive response to customer queries

Qualifications and Knowledge:

  • University degree in Mechanical or Civil Engineering, preferably with a Major in Building Science or Sustainable Energy; a Masters of Clean Energy Engineering, an MBA or equivalent background and working experience
  • Professional Engineer (P.Eng.) designation in BC
  • A minimum of 10 years of experience specifically in the area of district energy and/or renewable building energy systems design
  • Demonstrated success managing and expanding large projects with expertise in sustainable energy systems
  • Knowledge of municipal bylaws and processes, including municipal development approvals processes
  • Extensive knowledge of sustainable building systems design and hydronic heating/cooling systems
  • Demonstrated experience building strong relationships with internal and external stakeholders including the British Columbia Utilities Commission (BCUC)
  • Strong analytical skills including the ability to analyze pro forma financial models, capital and operating budgets and forecasts
  • Strong leadership, verbal and communication skills; demonstrated ability to proactively resolve conflicts in a timely and effective manner
  • Excellent computer skills and proficiency with general software programs
